For an already attached document, use the initialization file rules. For a new document, call
asset_add_file and use its returned asset ID. Never pass a local path or URL as a packet input.
Use the exported PDF asset ID returned by the export flow. Do not substitute a PDF download URL or
share URL. Call pdf_page_organize with asset IDs only:
